| CONSTRUCTION One of the most commonly asked questions of the construction department is "What documentation is needed in order for one to apply for a permit". The answer to this question depends on what you are constructing. For example, the documentation for a four story office building is much different that what is needed for a sun deck. REQUIREMENTS FOR SOME COMMON CONSTRUCTION: A SUN DECK. You will need to submit a survey that shows the location of the proposed deck including the proposed distances to the property line. A construction plan indicating size, joist sizes, footing design, railing detail and stair design along with the appropriate applications. Your completed application will then be submitted to the Zoning Officer to determine compliance with the borough's zoning laws. Once approved, it will be submitted to the construction department for review and permit processing. The entire process should take approximately five to seven working days depending on the number of current applications. AN ADDITION. You will need to submit a survey showing location of addition to determine if it is in compliance with the zoning laws, a detailed construction plan indicating a framing design, plumbing or electrical plan, footing details along with the appropriate application. As with the sun deck, a completed application will then be given to the construction department for processing. In a related matter, the construction department is currently attempting to close out all delinquent certificates of approval that exists from the past years for additions, decks, etc. If you have constructed an addition and are unsure if a certificate has been issued. Please call Rita Sharp in the construction office at ext. 19 and she will investigate for you. Remember, the Construction Department and the procedures outlined above exist to maximize your safety and protect your property and that of your neighbors. The construction department consists of construction official and building inspector Joe Monemarano, plumbing inspector Ed Bucceri, electrical inspector Bob Eelen, fire inspector Leonard Williams, and construction secretary Rita Sharp.

INFORMATION REGARDING ANNUAL TAX BILLSTax
bills are mailed normally in July of every year. Every bill has four
coupons with the due date printed. They are due quarterly. If
your lending institution pays your taxes, you will receive a copy of the tax
bill with the words "Advice Copy" printed on it. Your lending
institution will also receive a copy of your tax bill. If your mailing
address changes, you MUST contact the tax office at 973-361-8444 ext. 14.
INFORMATION REGARDING ANNUAL
SEWER BILLS ISewer bills are
normally mailed in January of every year. They are due quarterly. Each
quarter has a coupon with the due date on them. The Homeowner is responsible for the sewer payments.
Please be sure to include the appropriate coupon with your payment. WATER AND SEWER Most homes in Wharton have both a water meter inside their houses and an outside register. This outside register allows our employees to "read" your register without having to disturb you. However, it is very important that once a year, we are able to gain access inside your house to ensure that both the meter and the outside register are working properly. During the course of the year, one of our meter readers will be knocking on your door to read the meter inside. Also, we urge you to keep all pets tied up
or fenced in your yard away from the register. This can be a hazard to our
employees. We also request that you keep both the inside meter and the
outside accessible. Please do not pile anything in front of the meter. We
thank you for your anticipated cooperation. Every spring and fall, the Water Department flushes the hydrants. Notices are printed in the newspaper when they plan on doing this. You may experience a dirty brown color in your water, to avoid any problems let your water run a few minutes after the flushing is done. WATER BILLS are sent quarterly. Sewer bills are sent
in January. All bills are sent in the homeowners name, not the tenants. Two separate checks are necessary for payments. Water bills should be made out to the Wharton Water Department, sewer bills should be made out to the Wharton Sewerage Utility (It is also helpful if you indicate water or sewer on the envelope). GREASE BUILDUP. To avoid sewer back-up problems, Please do not pour grease/oil down the drain. Discard in a container and dispose with your regular garbage pick-up.

| Return to Top | PARKING You may park your vehicle on any street that is not designated "NO PARKING" all year long. However, whenever snow has fallen and the accumulation is such that it covers the street or highways, no vehicle shall be parked on any of the streets or parts thereof located within the Borough. This condition shall remain in effect after the snow has ceased until the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.

| Return to Top | HOUSING/ZONING Remember to contact either the HOUSING OFFICIAL AND ZONING OFFICER before you sell your home, change tenants (Residential or Business); contact the construction office and zoning officer, before you erect a fence, add a room or deck to your house, erect a sign, demolish a shed or garage, install a pool; Contact the construction office before you re-roof your house, remove a tree, replace windows, or put new siding on. There are many other improvements that are done to homes. If you are in doubt as to whether you need a permit, contact the Housing/Zoning official at 361-8444 ext. 21 or the construction office at 361-8444 ext. 19.

| Return to Top | DEPARTMENT OF HEALTH The Borough of Wharton Health Department provides many services to the residents of Wharton at reduced rates, such as: free childhood immunizations, female and male cancer screenings, flu shots, and blood pressure screenings. To receive information on these programs please contact the Borough Nurse, Carol Miller, RN BSN, at 361-8444 ext. 15, she is available on Tuesdays and Thursdays.The Health Department is also responsible for the inspection of all the Retail Food Establishments and the enforcement of many State and Borough Codes. Your questions should be directed to the Borough Sanitarian,
Michelle Scheuten, at the same number above on Wednesdays or Friday mornings. The State Department would also like to remind you to have your pet vaccinated against rabies. Rabies is present in the State and all pets are required to be vaccinated. The Borough runs a free rabies clinic every February. We would like to remind you not to handle wild animals, if you and your pet do come in contact with a wild animal, contact your doctor or vet immediately. | Return to Top | DOG/CAT LICENSING Any person who owns, keeps or harbors a dog over the age of six months, shall within ten days after he obtains possession of such dog/cat, apply for a license tag "and annually thereafter". This shall be done in the month of January. A delinquent fee of $5.00 per month per animal shall be added to a dog/cat renewal license, for license's issued five (5) working days after the current year's free rabies clinic. When applying for a license, please bring proof of current rabies vaccination and proof that the dog or cat is neutered or spayed.
